The Crimes Of James McColgan

If if it is true that one inmate in Polmont Young Offenders' Institution was able to assault and molest another for a period of nine hours without being disturbed, then the prison officers on shift at the time of the incident, the facility's governor and the chief executive of the Scottish Prison Service should all be summarily dismissed without compensation and with the loss of all pension rights, their pension pots forfeit in their entirety.
This seems to have been a catastrophic collapse in understanding of the concept of 'duties of care'; and threatening to deprive a Scot of what he thinks is his by right is still usually the best way of getting his attention.
